Figured out how to get a kickstart DVD going in Rocky Linux 8 in both UEFI and BIOS (legacy), with the help of the Internet of course (Reddit)
Any way I settled on two base configs plain server, and prime server.
One problem is the iso is 10GB large for the full install. I decided to use the boot installer which is still clocking in nearly 2GB large with my additions. So it need initial internet connectivity and with the prime server you have to reip it.
It seems fast though.
The version I got now will be RC0
